Synergy Consulting has played a key advisory role in the Ras Al Khaimah Wastewater Agency Independent Sewage Treatment Plant (RAKWA ISTP), a major infrastructure project in Ras Al Khaimah. The firm acted as financial advisor to the project consortium, supporting the structuring of the transaction and helping advance the project towards implementation.
Project structure and partners
The RAKWA ISTP is being developed under a public-private partnership model and is the first large-scale wastewater PPP project in Ras Al Khaimah. The consortium includes Etihad Water and Electricity, TAQA Water Solutions, and Saur International.
The consortium has entered into a long-term Sewage Treatment Agreement with the Ras Al Khaimah Public Services Department. The project follows a build-own-operate-transfer structure, allowing private sector participation in financing, construction, and operations over the concession period.
Capacity and scope
The plant will have a treatment capacity of about 60,000 cubic metres per day. It is designed to serve a population of around 300,000 people in the emirate.
The project will provide a centralised sewage treatment solution and is part of efforts to expand wastewater infrastructure capacity in Ras Al Khaimah. The facility is expected to handle increasing sewage volumes as demand rises.
Advisory role and progress
Synergy Consulting supported the consortium on financial structuring and worked with stakeholders to align project agreements. Its role focused on ensuring that the financial framework supports long-term delivery under the PPP model. With key agreements in place, the project has reached an advanced stage, allowing the consortium to proceed towards construction and execution. The PPP structure defines responsibilities across design, financing, construction, and operations.
The RAK sewage plant advisory highlights the use of private-sector participation to deliver infrastructure projects in the emirate. The RAKWA ISTP is expected to strengthen wastewater treatment capacity through a structured long-term agreement between public and private stakeholders.
